The Municipal Administration of Tijuana authorized penalties to whoever broadcasts, exhibits, plays, reproduces, or allows public shows that promote a culture of violence or glorify crime. This occurred in an extraordinary session which had the approval of the entire local administration.

"The main thing to do is to take care of children and teenagers' mental health because no matter how many weapons this municipality seizes, no matter how many arrests we make, the most important thing is to take care of the mental health that begins from our eyes and our ears. That is why I thank this administration, because there will be a lot of backlash due to the loss of economic revenue from a small group of singers," mayor Montserrat Caballero Ramírez said during this session.

She also spoke about not distorting this initiative presented by councilor José Refugio Cañado, as all artists are welcome in the city and she even recognized some corridos that are part of Mexican culture.

"What cannot be a part of Mexican folklore nor represent us is narcocorridos, the glorification of crime, which is why today this administration says no to narcocorridos in the city," the mayor said.

The reforms made to the Police and Government Proclamation, as well as the Rules Regarding Public Shows in the city of Tijuana, are looking to reduce security issues and guarantee the right of all Tijuana natives to a life free of violence.

This by restricting the exhibition, playing, performance, or reproduction of music, videos, images, shows, and anything similar that promotes a culture of violence and glorifies crime or authors of illegal activities.

"When we allow them, we contribute to the normalization of several types of violence such as physical, gendered, racial, religious, ethnic, or sexual orientation violence," the ruling reads and at the same time "it looks to protect a culture of peace and non-violence."

Regarding reforms to the Rules Regarding Public Shows in the city of Tijuana, all presentations, shows, and public showings of this content has been forbidden.

In addition, companies must include payments regarding the possible penalties imposed as bail, in order to guarantee the payment of the fine, as this is a resource that will be used for preventive programs.

Penalties for ignoring this ruling will range between 6,000 to 12,000 of the current daily value of the Unidad de Medida y Actualización (UMAS), and these resources will be used for municipal programs regarding prevention, treatment, and addiction control.

With these reforms, the 24th Municipal Administration of Tijuana reiterates its commitment with Tijuana natives, implementing preventive public policies to combat the culture of violence that contributes to a city full of respect, cordiality, safety, and equality among all people.
