The head of the Secretariat of Wellbeing, Gerardo López Montes, alongside staff of this agency, toured El Bordo and the Tijuana River channel where they located José Cesar Ballesteros Fuentes, a homeless disabled person who had been living in this area for 8 years.

José Ballesteros used the program Integrando Vidas led by mayor Montserrat Caballero Ramírez and through a unit at the Civil Registration Agency, this 45-year-old from Acámbaro, Guanajuato, was able to get his birth certificate in order to get his official INE ID. He was also able to receive medical care and he was transferred over to a shelter to receive assistance from the 24th Municipal Administration of Tijuana.

During this campaign, more than 140 people were assisted to whom medical assistance was provided through staff from the Municipal Agency of Health. The Municipal Agency of Social Development also provided them with haircuts, food, showers, and clothing.

López Montes informed that three homeless people that they had approached decided to take the free transportation aid offered to their native homes: one was sent to Mexico City, one to Jalisco, and one to Puebla.

The goal of the Integrando Vidas program is to provide a second opportunity to people who have lost their way due to the use and abuse of substances. On this occasion, six men decided to willingly join the Therapeutic Community for the Rehabilitation and Reinsertion of Addicts (COTRRSA), managed by the Municipal Institute Against Addictions, Mexico’s only institution that assists people with this condition.
