Marina del Pilar administration obtains perfect rating on budget transparency matters

Marina del Pilar Ávila Olmeda, Governor of Baja California, revealed that her government has obtained a rating of 100% in an evaluation by the State Budget Information Barometer (BIPE) of the Mexican Institute of Competitiveness (IMCO). This is a result of several strategic actions that have been carried out in order to make public information more available to the population.

Regarding this achievement, the state governor stated that since the beginning of her administration in November 2021, the necessary mechanisms have been applied so that people can look up budget information, which allows public access to the distribution of resources and prevents illegal practices.

For his part, the Secretary of Finance of Baja California, Marco Antonio Moreno Mexía, stated that IMCO reported that Baja California managed to obtain this rating after 116 budgeting criteria organized in 10 sections were measured. These criteria are: Public Access; Open Data and Structure; Powers and Secretariats; Resources to Municipalities; Tabs/Posts; Public Debt; Federal Resources; Subsidies, Trust Funds, and Others; and Surplus Reassignment.

The state official explained that the 2023 expenditure budget in Baja California contemplates 73,172 billion pesos of which 65,636 billion are for the Executive Branch, 1,073 billion pesos for the Legislative Branch, and 1,619 billion pesos for the Judicial Branch.

The IMCO report states that, due to proper financial administration and restructuring, Baja California is on the green light in the alert system. This is due to the fact that the Secretariat of Finance has followed the guidelines instructed by the National Council of Accounting Harmonization (CONAC), which has the goal of making transparent and coordinating public financing reports in all states.

Lastly, Moreno Mexía stated that, following instructions by Governor Marina del Pilar, they will continue promoting actions to maintain a government with open data, transparency, and face to face interaction with people, with zero tolerance regarding opacity and corruption. He also explained that IMCO is an apolitical research and non-profit center that investigates and acts based on evidence to resolve Mexico's most important challenges.
