Mónica Vargas, General Director of DIF Baja California, spoke about incidents filmed that showed the inside of the DIF Tijuana facilities, which displayed the poor conditions in which the children were living in, as well as violent acts against a girl by two teen roommates. These particular videos were taken last October 2021 and an investigation is currently undergoing against the alleged perpetrators. She added that DIF authorities’ main priority is the well-being and integrity of the children under their protection.

Vargas Núñez claimed that the three perpetrators are currently under investigation by the institution’s internal control agency, which is why they will be penalized according to their rules. This investigation hasn’t been made public so as to not affect the victims or the investigation process itself. In addition, she claimed that in November 2021, with the recently sworn in administration, actions have been taken to solve this situation, for the sake of improving children and teenagers’ life conditions since they are a direct responsibility of DIF Baja California.

“We have to inform you that the three people responsible for these reprehensible events are currently being penalized and will face the consequences of their actions. We have resounding evidence in our files that these events occurred during the previous administration,” the head of DIF BC underscored.

She added: “The conditions that caused these incidents we watched did not begin yesterday.” They are, in fact, a product of several years of abandonment. However, the current government administration has carried out actions so that Baja Californian children have the conditions that they deserve, something this current administration has committed to make happen.

It should be noted that Vargas Núñez emphasized that DIF Baja California is transparent in its actions and is open to public accountability, as long as this doesn’t lead to children who have been victims of abuse being revictimized.

The Baja California Director of DIF explained that this organization works with institutions such as UNICEF and the Baja California State Commission of Human Rights (CEDHBC) to assist concretely in areas of opportunity in order to take care of the state’s children and teenagers.

She also reaffirmed her commitment with the State’s Prosecutor General Office (FGE) and CEDH to make investigations easier, each agency from their area of expertise.

“We will always look after what is best for our children, for the well-being of families. We will keep working in order to improve society, and mainly, to improve the future for our children and teenagers,” Vargas Núñez concluded.
