Marina del Pilar reveals “chocolate” vehicle regularization's guidelines in Baja California

MEXICALI.- Marina del Pilar Ávila Olmeda, Governor of Baja California, revealed the guidelines that need to be followed in the state in order to regularize foreign vehicles, issues that were decreed last February 27 in the Official Federation Book.

According to the decree, it is stated that vehicle owners will be able to process their cases directly with fiscal authorities.

Meanwhile, Secretary of the Treasury of Baja California, Marco Antonio Moreno added that the decree excludes agencies, as well as customs officers and any other foreign car-import related intermediary from regularization, meaning that the process will be direct and personalized.

It was specified that, besides the states already mentioned in the agreement and the regularization decree, the states of Sinaloa and Zacatecas will be added, and a fiscal stimulus will be granted so that users don't have to pay for other federal contributions.

Additionally, it was established that vehicle regularization will end with the cars being enrolled in the Public Vehicle Registry without granting them an import motion (which grants them legal status).

Citizens should fill out the form stating under protest of telling the truth so that the decree can take effect and be presented by users electronically. This means sending this previously mentioned statement and proof of payment, which will certify the import and legal stay of the vehicles.

It was stated that the usage payment will be simplified through a multiple foreign commerce payment form that can be found in the digital website of the Secretariat of the Treasury (SAT).

Once the documents are presented, a proof of enrollment will be given by the Public Vehicle Registry: a sticker with an electronic device that can be glued to a car. The owner of the vehicle will only have to bring the vehicle once in the appropriate units as designated by security authorities.

The decree’s period of validity has been extended until September 20, 2022, since the first stage of foreign vehicle regularization was published in the Official Federation Book on January 19, 2022.

It should be noted that states have been instructed to give several fiscal stimulus to ease vehicle regularization, to make the process as simple as possible, and to not make users pay for other federal contributions.
