For border crossings, US authorities could only ask for a "verbal declaration" of vaccination

However, evidence of vaccination may be necessary in some cases

The Department of Homeland Security has declared that from tomorrow, January 22, 2022, all non-citizen passengers entering the nation via land ports and terminals would be required to be completely vaccinated against Covid-19. Border ferries between the United States and Mexico, as well as between the United States and Canada.

They have, on the other hand, stated that in order to expedite the process of entering the United States, they may merely ask for a verbal certification that the individual crossing the border is vaccinated. They have cautioned, however, that the receipt must be kept on hand in case it is needed, since there may be repercussions.

"Anyone entering the United States through land ports of entry or ferry terminals, whether for necessary or non-essential reasons, must: verbally attest their immunization status against COVID-19," according to the Homeland Security portal.

However, it should be noted that evidence of immunization for one of the vaccinations recommended by the Centers for Disease Control and Prevention (CDC) may be required, so each person must make their own decision.

Regarding the actions that Baja California would take in response to the rise in coronavirus cases, officials have stated that a vaccination certificate is not presently required for restaurants or other places, but they have not ruled out more stringent restrictions if the illnesses persist.
