The State Governor's charge to the Institute's Director General, Dagoberto Valdés Juárez, has been very clear in that payments to retirees and pensioners of the bureaucracy and teachers are privileged by doing meticulous administrative work for the management of the financial resources available and complying with them on time.

In November, resources were disbursed in excess of 587 million pesos for payroll and wage increases, as well as a retroactive payment of more than 706 million pesos, on top of the 219 million 319 thousand pesos that were disbursed in October. They had paid for the notion of a teacher's bonus and a vacation bonus to retirees and pensioners from the beginning of the government, which speaks of the present commitment to comply with the payments to which they are entitled.

Governor Marina del Pilar believes that the Institute should be a model of transparency and entitlement service, so she directed from the start of her term that responsible administrative management be provided, that payments be made in a timely manner, and that an effort be made to improve them and be more efficient with the available resources, and that this first period of government be worked on.
