A "chocolate" car is any vehicle that is from a different country and since it is not registered at any dealership in Mexico its commercialization is illegal.

The Mayor of Tijuana, Karla Patricia Ruiz Macfarland, signed a collaboration agreement with the Institute of Vehicle Identity and Combat Pollution in the State (INVEC), with the objective of contributing to the protection of the patrimony of users and mitigating air pollution.

I have always been committed to regularization. This is the first step for all those people who have vehicles known as "chocolates"; and that if they commit any infraction, our road officers can recognize them, with the sticker that represents them, that they are not stolen, that they have an owner and can be reclaimed.

The Mayor commented.

The new registry of "chocolate" cars will serve to detect users who misuse this type of vehicles; making sure that they are not stolen, that they have an owner and that, if they are taken to the impound lot, they can be reclaimed more quickly. In addition, it would be necessary to regulate them.

The first part of this agreement will specify a series of generalized rules and its goal is to register 80 thousand vehicles by the end of the administration.

In order to register a vehicle, it is required to have the vehicle physically, the serial number, driver's license, a document that supports its legality such as title and purchase-sale contract, and that it has no history of theft. The registration is done quickly and the user is given a sticker that links them and allows them to identify the car.

This does not guarantee the legal stay of the vehicle, but it is a first step for the vehicle to enter a regularization phase.

The cost for registering in this registry will be one thousand pesos, and in case of being stopped by an officer, the officer will be able to digitally access the registry and confirm the vehicle's data.
