On August 14, 2020, the government of Baja California proposed the creation of a Tax Administration Service (SAT) at the state level, since there was only one entity at the federal level in the region. Congress approved the creation of the Baja California SAT. Therefore, today we were not surprised that several people crossing from San Diego to Tijuana through the San Ysidro border reported that they witnessed a double inspection; one by the federal SAT and the other by the state SAT.

This could be counterproductive for the already suffering tourism in Baja California ]since it could result in longer lines. In addition to the claims that have been made by different people about extortion by the officials of the institution.

The state is not the only one to have its own organization, Guanajuato has been managing its own SAT for some years in conjunction with the equivalent federal organization. According to a note in the university media VoCETYS, teacher Rosa Sumaya Tostado, coordinator of the undergraduate degree in International Public Accountant of the institution stated:

"The purpose of the law is to achieve efficiency in tax administration, that all companies pay their taxes properly, that there is greater control. What is important is that it is up to those who published the law to inform and issue the Law, this must be understandable for the rightful claimants in the state".

As to whether this initiative will work, we will only know when the non-essential crossings between the United States and Mexico resume, but there are those who fear that, despite the good intentions of the state SAT, it will only be a tool to be used by corrupt officials.

Note: So far, it has not been made public on what days or if it will be permanent that this second filter will operate.
